Mauritius residence permits explained: which one fits you?

Checked in October 2026. Permit conditions change with almost every national budget. Always confirm on the Economic Development Board website before you apply.

On expat forums the same questions keep coming back. Which permit should I choose? Do I need a company? Is Mauritius a tax haven? The trouble is that people answer them separately, when in Mauritius they are one single equation. Your permit, your activity and your tax situation have to fit together. Get one wrong and the rest starts to grind.

The permit gives you the right to stay, not the company

This is the most common mistake: “I'll set up a company in Mauritius, so I'll be able to live and work there.” It doesn't work that way.

  • Your permit decides what you are allowed to do
  • A company is a tool, not a free pass
  • Working without the right status will catch up with you sooner or later

A company without the right permit does not give you the right to work, to pay yourself a salary or to run the business day to day on the island.

The main permits

Work and residence permits are handled by the Economic Development Board (EDB). Here are the main routes.

Occupation Permit, Professional

For employees hired by a company in Mauritius. You need a basic salary of at least Rs 50,000 a month, now a single threshold for every sector. Your employer applies with you.

Occupation Permit, Investor

For people setting up a business. It requires an initial investment of USD 100,000, then a minimum turnover from the third year, with a higher threshold for renewal from the fifth year.

Occupation Permit, Self-Employed

For service providers and freelancers. You need an investment, letters of intent from future clients, and a minimum business income to reach over the years.

Residence permit for retirees

From age 50, if you transfer at least USD 2,000 a month (USD 24,000 a year) to a Mauritian bank account. It does not allow you to work.

Residence through property

Buying a property worth at least USD 375,000 in an approved scheme (such as PDS, IRS, RES or Smart City projects, or certain apartments) gives you a residence permit for as long as you own it, usually extended to your spouse and dependent children. It does not automatically give you the right to work.

Premium Visa

For remote workers and long stays, with income from abroad. It does not allow you to work for a Mauritian company or invoice local clients.

What changed recently

The Family Occupation Permit was abolished in 2026, and a “golden visa” was created for large investors. Check the current conditions on the EDB website before deciding.

Permit and activity must match

Each status comes with an expected income level, a specific type of activity and clear obligations. An investor permit is not a freelance status in disguise, a self-employed permit is not a cheaper employee permit, and a Premium Visa is not a work permit. Many refusals and renewal problems simply come from a gap between what the application says, the documents, and what actually happens on the ground.

Tax: the most misunderstood part

Mauritius is attractive for tax, but it is neither naive nor lax. You generally become tax resident after 183 days in the country in a tax year, and your residence permit and your tax residence are two different things. Living in Mauritius does not automatically end your tax obligations back home: it depends on the rules of your home country and on the tax treaty between the two countries.

Moving from South Africa: what to sort out before you leave

South Africans are one of the largest groups settling in Mauritius, and they all hit the same three questions. Rules changed with the 2026 budget, so treat this as a checklist to discuss with a cross-border adviser, not as advice.

Tax emigration

South Africa taxes its residents on their worldwide income. Moving to Mauritius does not end that by itself: you need to cease your South African tax residency formally with SARS. Leaving can also trigger a “deemed disposal” of most of your assets, with capital gains tax due as if you had sold them (South African property is an exception). Plan this before you move, not after.

Moving your money

Exchange control still applies. The single discretionary allowance was raised to R2 million per adult per calendar year in the 2026 budget, with no tax clearance needed. Above that, the foreign investment allowance allows up to R10 million more per person, with SARS approval of the international transfer. Your bank or authorised dealer will confirm the current limits and paperwork.

Retirement annuities

To withdraw a retirement annuity early after emigrating, you generally need to have been non-resident for tax purposes for three consecutive years. Many people are caught out by this waiting period, so factor it into your budget for the first years in Mauritius.

South Africa and Mauritius have a double tax agreement, which helps decide where each type of income is taxed. A good cross-border adviser on both sides is worth every rand.

The right questions, in the right order

  1. What is my real activity?
  2. Where will it take place?
  3. Which permit genuinely matches my situation?
  4. Which structure makes sense in the medium and long term?
  5. Where will I be tax resident, and what do I need to close back home?

People who think it through before moving arrive calmly. People who improvise often spend a lot of time and money fixing things afterwards.

Key takeaways

  • In Mauritius, the permit gives you the right to stay and work, not the company
  • Permit conditions were revised in 2026: check them on the EDB website
  • Your permit, your activity and your tax residence have to tell the same story
  • South Africans: plan tax emigration, money transfers and retirement annuities before the move
